    The PHC 2006 is the latest of the 5-yearly series of PHC reports since 1951. PHC are designed by the Samoa Bureau of Staistics (SBS) which was originally known as the Department of Statistics (DOS)and also the Division of Statistical Services under the Ministry of Finance.

    In the PHC 2006, many questions and indicators are consistent and compatible with prior census. A number of new indicators have also been added over the years while some were removed depending on national data needs.

    Abstract

    The PHC 2006 provides a population count of all people that resided in Samoa on the 6th of November, 2006. It collected a range of socio-economic and demographic information pertaining to household members and their associated housing facilities and household status. The information were used to develop statistical indicators to support national plannning and policy-making and also to monitor MDG indicators and all other related conventions. This included population growth rates, educational attainment, employment rates, fertility rates, mortality rates, internal movements, household access to water supply, electricity, sanitation, and many other information.     Questionnaires

    The PHC 2006 questionnaire was developed on the basis of the PHC 2001 with some modifications and additions. The Questionnaire has separate A-3 page for the Population questionnaire and a separate A4 page for the Housing questionnaire.

    A Population questionnaire was administered in each household, which collected various information on household members including age, sex, citizenship, ethnicity, orphanhood, marital status, matai status, disability, language of communication, residence (birth, usual, previous), religion, education and employment.

    In the Population questionnaire, a special section was administered in each household for women age 15-49, which also asked information on their children ever born still living, died or living somewhere else. Mothers of children under one year were also asked whether they have immunized their babies for measles and rubella.

    The Housing questionnaire was also administered in each household which collected information on the types of building the household lived, floor materials, wall materials, roof materials, land tenure, house tenure, water supply, drinking water, lighting, cooking fuel, waste disposal, toilet facility, telephone, computer, internet, cell phones, homezone phone, refrigerator, radio, television, play-station or kidz video games, vehicle, and also the household three main sources of income.

    In the Housing questionnaire, a special section was designed to capture household deaths and maternal deaths between November 2004-2006 including the deceased's sex, age at death, and ,the main cause of death.

    Methodology notes

    Like field allocation, the data processing was also organized in clusters adoptng the four major regions in Samoa. Each region contains a number of political districts, each district contains a number of villages and each village has a number of enumeration areas. Each level follows a sequence order from 1 to the highest number.

    Data were processed accoding to clusters with each cluster being processed as a complete unit through each stage of data processing. Each cluster goes through the following steps:

    1. Questionnaire reception
    2. Office editing and coding
    3. Data entry
    4. Structure and completeness checking
    5. Verification entry
    6. Comparison of verification data
    7. Back up of raw data
    8. Secondary editing
    9. Edited data back up

    After all clusters are processed, all data is concatenated together and then the following steps are completed for all data files:
    10) Compile dataset in CSpro 3.3 and run frequency tables for all variables
    11) Recoding of variables needed for analysis/report
    12) Structural checking
    13) Data quality tabulations
    16) Production of analysis tabulations

    Details of each of these steps can be found in the data processing documentation, data editing guidelines, data processing programs in CSPro and tabulation guidelines.

    Data entry was conducted by 10 data entry operators in full-time shifts, supervised by 2 data entry supervisors, using a total of 12 computers (10 data entry computers plus 2 supervisors' computer). All data entry was conducted at the SBS office using manual data entry. For data entry, CSPro version 3.3 was used with a highly structured data entry program, using system controlled approach that controlled entry of each variable. All range checks and skips were controlled by the program and operators could not override these. A limited set of consistency checks were also included in the data entry program. Open-ended responses ("Other" answers) were coded and entered.

    Structure and completeness checking ensured that all questionnaires for the cluster had been entered, were structurally sound, and that women's questionnaires existed for each eligible woman.
    50% verification of all variables was performed using independent verification, i.e. double entry of data, with separate comparison of data followed by modification of one or both datasets to correct keying errors by original operators who first keyed the files.

    After completion of all processing in CSPro, all individual cluster files were backed up before concatenating data together using the CSPro file concatenate utility. The CsPro was used to run analysis tables and further analysis were conducted in other software like the MORTPAK and FERT.

    Certain variables were recoded for use as background characteristics in the tabulation of the data, including grouping age, education, geographic areas as needed for analysis.

    Supervision

    Interviewing was conducted by teams of enumerators. Each interviewing team comprised of field editors from the SBS main office and a supervisor, and a driver. Each supervisor used a 4 wheel drive pick-up or van to travel from village to village and where necessary within his allocated district.

    The role of the supervisor was to coordinate field data collection activities in their allocated areas, checked the enumerators work, solved refusal problems when arised, and also prepared a summary statistical report of all household members in each household that have been enumerated by the enumerators. These summary reports helped SBS to prepare the Preliminary count of the Population which is normally released within a month after the actual enumeration period or before the normal data processing started.

    SBS managed and distributed all supplies and equipment, finances, maps and listings, and also coordinated arrangements for accommodation and travel. Additionally, the SBS field editors worked with the supervisors in checking the enumerators work during and after the enumeration, and then collected and took the completed questionnaires to SBS main office and prepared progress reports on the enumeration coverage.

    The overall coordination of Supervision is lead by the Assistant Chief Executive Officer(ACEO) of Census-Surveys and her staffs with the executive support given by the Government Statistician/CEO.

    Data Collection Notes

    The field listing and mapping of all households in Samoa took place from July 2005 - April 2007. All listing and map editings were completed by September 2006.

    The Questionnaire was designed from January-June 2006 and was pre- tested in July 2006 in the village of Levi, Saleimoa. The questionnaire was in English but all Samoan translations were in the Manual of Instructions.The main language used in the interviews was Samoan and English was used when needed especially residing expatriats and English-speaking Samoan families.

    The Enumerators first trainings took place from September 4th - 2nd of October, 2006 and followed by the Supervisors training on the 13th of October, 2006.
    The final training for all Supervisors and Enumerators in Upolu was held on the 23rd of October 2006, followed by the final training for Savaii island on the 25th of the same month. The final trainings included the distribution of all census questionrnaires and materials to Supervisors and Enumerators.

    Samoa has a total of 48 pollitical districts of which a total of 35 Supervisors were allocated to one or two districts to supervise. Likewise a total of 1,250 enumerators were allocated to 848 enumeration areas (EA). Given that some EA were bigger than others, two to four enumerators worked in one EA with a maximum of 30 households per enumerator. An average of 3 households can be interviewed by the teachers in the afternoons after their school working hours.

    The SBS Census-Survey division was fully responsible for the overall coordination of the field supervision and enumeration. The staffs mainly assisted the hired Supervisors in checking the quality of the Enumerators work due to the large number of enumerators under their supervision. The staffs also carried out spot checks on the field to monitor the coverage of enumeration.

    Data editing took place at a number of stages throughout the processing, including:
    a) Office editing and coding
    b) During data entry
    c) Structure checking and completeness
    d) Secondary editing
    e) Structural checking of SPSS data files

    At SBS, a team of Office editors was responsible for reviewing each completed questionnaire that came into the office and checking for missed questions, skip errors, fields incorrectly completed, and checking for inconsistencies in the data. In problematic EA, the Office editors liased with the ACEO:Census-Survey and recommended re-enumeration in areas where coverage was not good or quality of the questionnaire was poor. In 2006, the re-enumeration was carried out in some of the villages in the Apia urban region and some areas of Vaitele mainly due to the unavailability of household members during the allocated enumeration period, and, also due to poor quality of data collection.

    On the other hand, the good completed questionnaires were passed on by the Office editors to the Office coders who then performed their coding processes of all the questionnaires in a sequential order. After each questionnaire is coded, the Office coders recorded their dates of completion and then passed on the coded questionnaires to the Data processing team for their controls and data entry processes.

    The Data processing team is lead by the Computer Manager and Programmer who also works closely with the ACEO Census-Surveys in monitoring the flow of work. The Computer Manager/Programmer designed the data entry and editing programs, conducted the data entry training and then monitored the data entry and made progress reports. Any problems relating to coding at the data entry will be reported to the ACEO Census-Surveys for improvement.

    The Computer Manager/Programmer ran data structural checkings and monitored completeness of data entries. Data verfication had also been closely monitored and double data entry was made at 50%. The ACEO Census-Surveys produced the Tabulation plan in which the Computer Programmer also used to monitor structural checks and data quality.
